UK Vaping Products Duty October 2026: What Every Vape Retailer Needs to Know
Share
From 1 October 2026, the UK government is introducing a new Vaping Products Duty (VPD), an excise tax on vaping liquid that will affect every retailer, stockist and wholesale buyer in the UK. If you sell vaping products, this change affects you directly.
At Rizz Vape Wholesale, we have been preparing for this change and want to make sure every one of our trade customers understands what is happening, when it takes effect and what you need to do to stay compliant and protect your margins.
What Is the UK Vaping Products Duty?
The Vaping Products Duty is a new excise duty applied to vaping liquid in the UK. It applies to all vaping liquid, whether or not it contains nicotine, including liquid in bottles, prefilled pods, cartridges and any substance intended for vaping.
The duty rate is £2.20 per 10ml of vaping liquid.
This means a 10ml nic salt bottle will attract £2.20 in duty. A 100ml shortfill will attract £22.00 in duty. A prefilled pod containing 2ml will attract £0.44 in duty.
Who Pays the Duty?
As a retailer buying from a UK-registered wholesaler, you are not directly responsible for paying or registering for VPD. The duty is paid by UK manufacturers and importers, not by retailers purchasing from within the UK supply chain.
However, wholesale prices will rise to reflect the duty being absorbed upstream. You should expect price increases on vaping liquid products from October 2026 onwards and plan your retail pricing accordingly.
What Are Vaping Duty Stamps?
From 1 October 2026, all vaping products released onto the UK market must carry a Vaping Duty Stamp on their packaging. This is a physical stamp, similar to tobacco duty stamps, that confirms the product is legitimate and duty-paid.
As a retailer, here is what this means for you:
- All new stock you receive from October 2026 should carry a duty stamp
- You can continue to sell unstamped stock purchased before 1 October 2026 until 31 March 2027 (the grace period)
- After 31 March 2027, you should not sell any unstamped products
- If a supplier offers you unstamped products after 1 October 2026 at suspiciously low prices, this is a red flag. Do not buy it
- What Should You Do Now?
“Stock up before October” If you have the cash flow to do so, ordering stock now before duty is applied to wholesale prices will protect your margins for several months. Unstamped stock purchased before 1 October 2026 can legally be sold until 31 March 2027.
“Review your retail pricing” Once wholesale prices rise to reflect duty, your current retail pricing may no longer be sustainable. Review your margins across your vaping liquid range and identify where you may need to adjust retail prices.
“Keep records” HMRC requires retailers to be able to demonstrate that any unstamped stock they sell during the grace period was legitimately purchased before 1 October 2026. Keep all invoices and delivery notes.
“Ask your suppliers the right questions” Before placing large orders after October 2026, confirm that products are duty-stamped and that your supplier can provide documentation if HMRC asks.
Will Prices Go Up for Consumers?
It is likely that retail prices for vaping liquids will increase to some extent as duty costs filter through the supply chain. However, the degree of price increase will vary by product type. Devices and hardware are not subject to VPD, so those prices should remain stable.
The best way to protect your business is to work with a reliable wholesale partner who keeps you informed of pricing changes early so you can plan ahead.
